This tutorial assumes that you will be using the same scrap kit I so, but... if you're using your own choice, do what I do with tuts and just look at the main picture and try as best to match it with my own supplies!  Good luck
 
This tutorial also uses the artwork of Michael Dipascale found at http://mdipascale.deviantart.com and can be bought at Stickerchick.  I provide an alternative tube for those who do not wish to buy a tube. Enclosed is a Zindyzone tube.
 
Supplies:
PSP
Tube of choice ( I bought Gabriels Sin)
Font of choice ( I used Wicked Queen BB)
Scrap kit of choice (mine is from Scrappy Expressions - website is HERE)
Word art of choice
Gradient(s) of choice
Lokas Aqua (optional)

1. Open a new, blank image 600 x 600 pixels transparent image (16 million color depth). File > New > set size & set color depth

2. Flood fill with white

3. Open your kit and click on the layer black n white paper 4 - copy and paste as new layer on top of the white background. If you're using your own kit of choice you need a good sized white border around your paper so resize as necessary

4. Click on layer black n white filmstrip - copy and paste as new layer - rotate 90 right and move to the right of your tag

5. Click on the deformation tool and reduce the filmstrip so it matches, approximately, the height of the black paper - it doesn't matter if it is a little longer as we are going to cover that later!

6. Click on the magic wand and holding down the ctrl key on your keyboard, click inside each of the filmstrip cells.  Selections > modify > expand by 2

7. Highlight the layer below the filmstrip and create new raster layer, select your gradient and with your new layer highlighted flood fill with it, keep selected.

8.  Open your tube, copy and paste as new layer and move until parts of it are under the strips. Selections > invert > hit delete on keyboard and deselect

9. Minimize your tube for now as you will need it later.  On your kit select the Notepaper_2 layer, copy and paste as new layer on your tag.  Resize by 85%

10. Open your word art, copy and paste on the notepaper, add as much or as little as you prefer - I also added some postage markings from Scrappy Expressions from my supplies

11. Copy and paste as new layer the curled ribbon from the kit, Image > rotate 90 right > Image > mirror and position on the left hand side by the word art

12. Copy and paste as new layer the big button_2 layer, position over the ribbon and resize by 50%.  If desired, use the blank button and add your own phrase!

13. Select the big flower, copy and paste as new layer and resize by 50% and position on the corner of the filmstrip.  Duplicate the flower layer 3 times and position each flower on each corner of the strip. Hide all the other layers and merge visible, unhide the other layers.

14. If you desire you can add the date of when you made your tag along the edge of the strip, copy and paste each number using the selection tool as they are all on one layer

15.  Copy and paste your tube as new layer, position as desired, resize if desired

16. Set your foreground to white and your background to a gradient of your choice that matches the tag

17. Open your font and with create as vector and antialias both checked add your name, resize and position as desired and convert to raster layer

18. Effects > 3D effects > inner bevel > pillow with following settings: width ~ 8,  smoothness ~ 40, depth ~ 2, Ambience ~ 0, shininess ~ 10, color ~ white, angle ~ 315, intensity ~ 50, elevation ~ 20

19.  #Optional step~ Effects > Plugin Filters > Lokas > Aqua with default settings

20. Check the picture below for the order of layers - i merged both the numbers and the flower layers each to a single layer

21.  Add a new raster layer for any copyright information and another for your watermark

22. Resize as desired and save as jpeg
