This artist, Steve Argyle is now MPT and you need a licence to use his artwork.  I've removed his tube from the supplies and replaced it with a couple of other tubes you can use if you would like!
 
This tutorial was written in PSP7 but can definitely be done in PSP8!
 
Supplies:
PSP
Tube of choice
Font of choice
Accents of choice
Mask
Animation Shop
Lokas Aqua (optional) HERE
 
Supplies include: tube, font, accents, mask, gradient HERE
extract the gradient to your gradient folder
 
If you are unsure that your group has permissions for Steve Argyle, I have also supplied a 2nd tube that you may use instead!  Check the alternatives to see the Anna Ignatieva tube.
 
For those who are complete beginners and don't feel they can do the animated bling part, I will make a note in the tutorial where you can save so you too can make this tag.  It doesn't use filters.
 
1. Open a new, blank image 700 x 500 pixels transparent image (16 million color depth). File > New > set size & set color depth
 
2. Set your background as your gradient, angle 90 and 1 repeat and flood fill the canvas
 
3. Add new raster layer, set your foreground to white and flood fill with it
 
4. Open your mask and with the 2nd layer highlighted, masks > new > from image  and with invert mask data UNchecked click ok.  Masks > delete > yes
 
5. Open your tube, copy and paste as new layer, resize and position as desired
 
6. Effects > 3D effects > drop shadow with settings: vertical ~ -6, horizontal ~ 14, opacity ~ 50, blur ~ 10, color ~ black (this may change depending on the position of your tube - so experiment until you're happy with your result! lol)
7. Add any accents you wish, resizing and position as desired
 
8. Add a new raster layer and add any copyright information - make sure it goes down a side edge as this side will not resize so dramatically as the horizontal!
 
9. Add another layer for your own watermark.
 
10. Open your font and with both create as vector and antialis both checked add your text with your choice of colors.  Resize and position as desired.
 
11.  Effects > 3D effects > inner bevel with the settings: Bead default (or your own choice)
 
Beginners not going on to do the animation... File > save as > "give your tag a name" > change the save as type to jpeg. 
 
12.  Optional step - Effects > plugins > Lokas > Aqua with default settings.  Merge > merge visible and save as a PSP Image
13.  Open Animation Shop, find your saved tag and open it, then find the bling you want to use and open that too.  Check how many frames are in your bling - you see that mine has 3
14. Click on the bling, edit > select all > edit > copy
 
15. Click on your tag, edit > select all > edit > duplicate selected.  Click in the center of the 2nd frame on your tag, edit > duplicate selected frame.  Scroll along the bottom, you should now have 3 frames.  Scroll back to frame 1  (if your bling has more frames, continue with the edit select all and duplicate selected until you get within a few of your frames, then simply click the arrow on the far left side of the AS toolbar and holding down the ctrl key on your keypad, click on however many frames you need to duplicate in order to make up the numbers!
 
EG. If your bling has 12 frames, edit and duplicate all frames until you have 8 frames, but duplicating all again would take you over the 12, so scroll to frame 8 and click into the last 4 frames, then edit > duplicate selected and you should get 12!
 
16. Edit > select all > edit > paste into selected frame, move your mouse to the position you want your bling and click
 
17. Edit > select all > Image > resize animation by 400 and have maintain aspect ratio checked
18. Play the animation by clicking on the negative button (I've arrowed it for you below) to check it's ok then save as a gif > next > next > finish
